How to add 'Join' link to GEO Forum?

I'm having a lot of trouble figuring out how 'our' Geo forum works.

For a start, how do we get a 'Join' link added on the right-hand side of the list of forums?

I have just received a letter dated October 23rd from one Alison Tomb of PWC under a KSFIoM letterhead.
