Iceland tGovernment o repay UK and NL govermments the monies paid to depositors

If I understand correctly, the government of Iceland has recently agreed to pay to the UK and NL governments , the monies they inturn paid out to the depositors in the failed banks. In return, the UK and NL governments have agreed to make a loan to Iceland.

Can someone explain why are circumstances are different?

How is it possible for the government of Iceland to acknowldge their responsibilities to the Uk and NL deposotors via the goverments but exclude the IoM depositors?

Why does the IoM government not pay us in full and calim the money back from the Ielandic government?

Any ideas
