Columbo and the 50k

I am not a detective however I spent many years as an auditor and I found that after a long time in the job I often would get a feeling that something was not quite right but I couldn't quite put my finger on it and would have to spend a long time thinking about other things in order to allow my mind to subconciously work on what was really bothering me. It suddenly struck me today that the raising of the IOM's DCS to 50k during the KSF debacle in October 08 is entirley out of character for them.

Don't know what it is but suddenly I smell a rat and I have a funny feeling HMG was involved.
